Van de 7.086 rekruten die minister van Defensie Ludivine Dedonder (PS) de voorbije drie jaren inlijfde, verlieten maar liefst 3.116 de organisatie al tijdens hun opleiding. “Dit zijn verontrustende cijfers”, zegt Kamerlid Annick Ponthier. “De job en de verloning moeten dringend aantrekkelijker worden.”
De significante uitstroom van maar liefst 44 procent werd door de onafhankelijke militaire vakbond ACMP aan het licht gebracht. “In het POP-plan en het STAR-plan van Dedonder stonden personeelsinvesteringen centraal”, aldus Ponthier. “Omdat het geld dat in het personeelsbeleid werd gepompt niet lijkt te renderen, verliest Defensie jaarlijks zo’n 50 miljoen euro. Op deze manier zal haar doelstelling om het personeelsbestand deze legislatuur op te trekken van 25.000 naar 29.000 mensen een fata morgana blijven.”
“De hoge personeelsuitstroom is een oud zeer bij Defensie”, vervolgt Ponthier “Sinds 2003 zijn al acht werkgroepen, de ene nog zinlozer dan de andere, in het leven geroepen om de tanker te keren. Militairen komen wel binnen langs de voordeur, maar ze verlaten de organisatie eens zo snel langs de achterdeur. Het toont aan dat de interesse voor een carrière bij defensie er wel is, maar dat er iets grondig fout zit bij de job.”
“Jobinhoud en verloning vormen het probleem”
Het Vlaams Belang ziet twee belangrijke factoren ten grondslag van het probleem: de jobinhoud en de verloning. “Jonge rekruten hunkeren naar avontuur in buitenlandse missies, maar stellen vast dat slechts een zeer kleine minderheid effectief op operatie zal vertrekken”, vervolgt Ponthier. “En daarnaast is de verloning nog altijd niet concurrentieel met die van andere veiligheidsberoepen, en ontvangen veel rekruten hun premies niet op tijd. Sommigen wachten daar zelfs al twee jaar op.”
Vlaams Belang wilt het structureel inkrimpend personeelsbestand bij Defensie ten gronde oplossen. “We moeten niet alleen meer in verloning van de militairen investeren, maar we moeten hun lonen ook vastkoppelen aan die van andere veiligheidsberoepen op hetzelfde functieniveau”, besluit Ponthier. “Alleen zo kunnen we de leegloop een halt toeroepen. De jobinhoud zelf moet en kan aantrekkelijker worden.”
