De NMBS worstelt al geruime tijd met operationele problemen en kampt met een sterk verminderde betrouwbaarheid. “Eén van de oorzaken is het structureel personeelstekort van vooral operationeel personeel”, zegt Kamerlid Frank Troosters (Vlaams Belang). “Alhoewel er inspanningen worden gedaan om dit tekort te verhelpen blijkt dat één en ander niet zo vlot verloopt. Zo verlieten er in 2022 167 treinbegeleiders en 73 treinbestuurders de NMBS.”
De stiptheid van de treinen bereikte in oktober en november een dramatisch dieptepunt. “Slechts 85,3 procent van de treinen kwam aan met een vertraging van minder dan zes minuten, en vermoedelijk zal het jaarlijks stiptheidscijfer van 2022 onder de 90 procent zakken”, aldus Troosters. “En half december werd ook al een nieuw, even triest record bereikt inzake afgeschafte treinen: 38.400 treinritten werden geheel of gedeeltelijk geschrapt. Met nog twee weken voor de boeg werd daarmee het record van 2016 (38.082) al gebroken. Zowat 15.000 afschaffingen daarvan, zijnde 40 procent, zijn te wijten aan een oorzaak bij de NMBS zelf.”
“De uitstroom van treinbegeleiders en treinbestuurders is zorgwekkend”, vervolgt Troosters, die hierover bij minister van Mobiliteit Georges Gilkinet (Ecolo) de cijfers opvroeg. “In 2022 zijn tot midden december 315 voltijdse equivalenten (VTE) van werknemer-treinbegeleiders aan hun opleiding begonnen of hebben deze afgerond. Concreet zijn er tot dat tijdstip 115 VTE treinbegeleiders effectief operationeel geworden.” Maar Troosters stelt vast dat daartegenover ook 167 treinbegeleiders de NMBS verlieten in dezelfde periode, waarvan 54 vrijwillig. “En inzake treinbestuurders begonnen dit jaar, tot half december, 177 VTE treinbestuurders aan hun opleiding of hebben deze afgerond. 61 VTE treinbestuurders werden in dezelfde periode operationeel. Maar ook daar verlieten 73 VTE treinbestuurders de NMBS in dezelfde periode, waarvan 17 vrijwillig.”
“Het is dus duidelijk dat de inspanningen voor het aanvullen van het personeelskader verder moeten opgedreven worden”, besluit Troosters. “Pas wanneer de overmatige druk op het personeel volledig weggewerkt is en het verouderd rollend materieel vervangen is door moderne rijtuigen kan de door Gilkinet aangekondigde verhoging van het vervoersaanbod pas in overweging genomen worden.”.
Ondertussen zal het Vlaams Belang bij de Ecolo-minister en bij de directie van de NMBS blijven aandringen op gepaste maatregelen opdat de treinreizigers eindelijk een betrouwbare, comfortabele en stipte dienstverlening zullen krijgen.
