Het Vlaams Belang stelt vast dat kandidaatkopers in de toekomst over flink wat eigen financiële middelen zullen moeten kunnen beschikken, willen ze nog een woning kopen. “De Europese Unie verplicht de banken om vanaf 2022 een schattingsverslag te gebruiken wanneer ze een hypothecaire lening afsluiten”, zegt Kamerlid Wouter Vermeersch. “Vooral jonge mensen die nog niet over een spaarreserve beschikken zullen hiervan de dupe worden.”
Het schattingsverslag zal worden opgesteld nadat de koopovereenkomst is afgesloten. “De waarde die in het schattingsverslag wordt bepaald kan dus afwijken van de overeengekomen prijs”, aldus Vermeersch. “Dat zorgt voor problemen wanneer die waarde lager uitkomt dan de overeengekomen prijs. In de praktijk zullen banken dan hoogstens 90 procent van de schattingswaarde toestaan als lening. De koper moet dan zelf zorgen voor het ontbrekende bedrag.”

“De regeling zou bedoeld zijn om de prijs van de huizen te doen dalen, maar deze redenering gaat niet op”, vervolgt Vermeersch. “Het is niet de schatter die de prijs bepaalt maar wel de markt. De schatting gebeurt immers nadat de koop is afgesloten en heeft dus geen invloed op de overeengekomen prijs.”
“Het is een regeling die vooral het risico voor de banken beperkt”, besluit Vermeersch. “Een laag ingeschatte waarde zorgt ervoor dat de bank gemakkelijker het huis kan verkopen mocht de lening niet kunnen afbetaald worden. Dat is goed voor de financiële gezondheid van de banken, maar de maatregel gaat wel ten koste van jonge kandidaatkopers van een woning. De kosten voor de schatting zullen allicht ook doorgerekend worden aan de kandidaatkoper. Dat kan al snel oplopen tot 300 euro of meer. Waarom zouden de banken een voor hen batige regeling niet zelf moeten betalen?”
